What Constitutes “Distracted” While Driving?

What shouldn’t you be able to do while driving? At PJ Media, I consider this in light of a woman’s being ticketed for applying lip balm:

Now, I think texting while driving is indeed dangerous, and the self-absorbed perpetual teenagers who engage in it ought to be punished. But applying some lip balm? Lipstick, yes, because it requires precision (or so I’ve observed).
